Question Bullets in text & Borders

Hi.. I'm new to this site.. and to be honest.. quite new to photoshop. I have a job opportunity that I know I can do.. but it will require knowledge of photoshop and I've been living and breathing it for the past week. I have run into 2 obsticles that I have had no luck finding the solutions to.. #1 bullets.. like to make a list with text. I understand that Illustrator is best suited for Posters and things.. but I simply dont have time to learn both programs right now. I need bullets in photoshop!! Did i miss something, or will I have to use a picture of a small circle ultimatly? whew. #2 Why does it seem so complicated to make a border? I know how to make one using the shape tool.. then -shape... but isnt there an easier way to make a very simple border.. knowing that the distance from the edges and all the way around are the same, instead of just eyeing it?

I hope I posted this in the right place.. and sorry it's so long. I really appreciate the other tutorials and info here! Thank you to anyone who tries to help!!

1st question: i dont no a way of soung it on PS but if u simple open up microsoft word and write woteva you want, then copy it into PS...sorted

2nd question: the way i do borders is to make a new layer (Ctrl+Shift+N) then select the rectangular marquee tool (M) select the whole area go to edit>stroke then set it to the colour you want and then to the thincknes you want, leave all the other options as they are (they are for flashy things, we'll not go there...yet) and click ok, if everything is working right then you should have a simple 1 clolour border...done!

Thanks Nighthawk! I found out FINALLY that the ONLY way to make a bullet in photoshop is to use the keyboard combo of: alt + 0149. CRAZY. Didn't even know that exsisted until today. LOL Why didn't I think of using Word and cutting and pasting?? Genious. And for the border, THANKS much! That is very helpful. It's strange how in photoshop you cant just make an empty shape, ie. rectangle the way you can in something as simple as MS paint.

yea it is, i supose PS is for the reeli kl technical stuff, if you wanna learn some more kl bacjgrounds then look at the tutorial i did in the tutorials forum...ill be adding some more as soon as i have the time!
