Its got this "telescope" sort of view. I think the opacity is set to be a little bit transparent too.

Hi,
Please be more specific, do you want to place the first image into a black frame of an other image. If that is the case please post so i can send you a reply how to do that. Or if it is something else, post again:D

Hello Mirrored,
The thing you want to do is similar to vignette. So let's get to work, shall we?! :D
First take the Elliptical Marque tool (M), and draw selection outline of the circle. By pressing OPTION key (MAC) or ALT key (PC) while you are drawing selection it will center it from point where you start to drag selection. And adding SHIFT key while you drawing selection it will make perfect circle. So if you plan to make perfect circle and make it on exact center on the image i suggest to you pull one horizontal and vertical guide on 50% of the document so you will know the exact center of you document. Or if you don't want your selection be centered than draw it where you like. After you have set your selection go to SELECT>FEATHER and key in some value in pixels (i can't tell you how much feathering you will set because that depends on your document resolution so basically you have to play OR to post me here document size and resolution per inch so i would be able to tell you approximately). After that selection is still active and go to SELECT>INVERSE. After you have done that create a new layer and while selection is still active fill it with black. So you will see after filling with black how much of feathering you will need, and you can go back few steps and set feather again and go through same process again.
For final touches you could take for example Eraser tool (E) and set it's hardness to 0% so is soft brush and set it's opacity down and slowly erase areas you don't need or to soften edges more with eraser tool.
Hope it was helpful.

Hi,
Use Feather setting between 35-50 px. And by the way here is another technique you can do is to create new layer and fill it with black. After that choose Eraser tool (E) and set in Options Bar hardness of the brush to 0%. And set the brush size too how much you want to erase. With one click erase portion of black layer and it will produce similar effect like Feather. So you have general idea so you can experiment with Eraser tool to set it's opacity to erase "partially" to make that black more transparent on areas you like.
Cheers
