I don't completely understand what the cropping tool does (PS CS2) in terms of resizing and resolution.

I like using the marquee tool because the resolution stays the same (I think).

But I do a lot of motorsports, so I prefer the crop tool because I can rotate the selection to obtain the angle I want.

I understand how to maintain a 2:3 SLR ratio (use 4x6 e.g., for width and height), but I don't understand how the resolution is affected.

How would I use the crop tool to maintain a 2:3 ration and make it flexible enough to make a variety of print sizes?

The crop tool doesn't change resolution per say, unless you tell it to in the options toolbar at the top of your screen. It does change the physical dimensions of the image in pixel height and width.

If you want to lock a crop to a certain pixel dimension and resolution, dial those numbers into the options tool bar before you crop. That way, the crop tool will be locked to what you entered when you begin to drag.
