Ellipse

Can anyone help me?
I create a vertical ellipse. I then copy the layer and using "edit, transform" I make the ellipse 20% (or whatever) larger on one layer.
When one ellipse is placed over the other the difference between the two is different on the sides of the ellipse as compared to the top and bottom. Shouldn't the difference be the same all the way around?
What is happening here?

Try using a vector shape instead and see if you get the same problem. I responded to this post in the General forum too.
