An Effect example... how is this Possible!

Hi guys was just wondering if anyone had some tips on how to do this effect with the figure in the middle. Its kind of like the wind is blowing away part of his body into little pieces... is there any tutorials around that teach you how to do this?

hmm..thats a small pic, so u cant really tell

but if u want that effect then u should try gaussan blur and then motion blur and then mask other parts which u dont want to be blured..
