This should be easy, but...

This should be easy but I just can't figure out how to flip an image over so that what is on the left side is now on the right side. Like looking at a transparency from the back side. I have tried the rotate canvas and transform/free transform applications without any success.
Any advice greatly appreciated.

Edit>Transform>Flip Horizontal

Flip Horizontal is at the very bottom of the Transform palette
