um like draw the clothes or just take clothes and put them on the person?
if you draw them, just make a new layer over the person and with the brush tool draw clothes :p
if you want real clothes find some pictures of clothes and then cut them out whith the magic wand tool and then put them over your image....

If you donīt want to draw the clothes - a hard work!- The alternative here seems to be use your digital camera, ask a colleague to pose like the one in your image, match the llighting conditions (more or less) and shut. Then bring the image into Ph and put it on a layer above the undressed one, retouch as necessary and serve!.
Hope this help.....

The first question is why put clothes on her?
Putting that aside I will offer a suggestion if you own CS2
1. Draw or dowload the clothes that you wish to place on your nude. Make sure the clothes is close to the correct size. The nude and clothes should be on separate layers.
2. Go to edit/transform/warp. This will give you a grid that allows you to bend and change the clothes to many different positions and shapes.
3. If you need to move the clothes or resize them you can go to a small icon on the right side of the options bar that lets you toggle between warp and free transform. This will let you move and resize the clothes to fit the nude.
4. See if you can get the clothes to fit.
You may want to give this a try.
