Personally, I would use Illustrator MS word or Publisher.
The have ready made templates and are easy to knock together.
You could make your graphics in PS then use them in one of the other programs
to make the final print.

It depends on if you are going to print them yourself or are you going to send them to a print house.
I have created Business Cards for many different people and I have used the Print House Way and I use the template found on nextdayflyers.com - They pretty much have the best price but search around - another Company I used is GotPrint.com Good prices as well. between the two good prices and good quality.
I like both as they offer 4 color printing on both side at really good prices.
and the cards are Heavy Card Stock and a beautiful Glossy Surface. This really gives you the edge when handing out your card. You can show off your work right there on the card.
And if you do use any of the others except for illustrator you can't do as much graphically.
Below is an example I did of a card for DFZ Consulting - http://www.dfzconsult.com - I didn't design the website just the Business card

I used the template from Next Day to use as my layout complete with margin and cut lines.
