Post some picture like an example so we can tell you exactly what you need to do. And i think Photoshop is pretty capable application to do what you intended to do. Of course if you have skills.

Oh, you're talking about doing animation. Normally, when someone uses the term "motion" in reference to graphic design, they mean giving a graphic or photograph a sense of movement, while remaining a still images just the same.
For animation, you'll want to either use Adobe Image Ready or Adobe Flash. Image Ready tends to work in a state by state basis where you create every stage of the animation, while Flash has some pretty clever tools and whatnot for the sake of easily creating both.
The benefit of using Image Ready is that you'll end up creating an Animated GIF, which is easily transferred from one avatar to the next without much friction in between. Flash animations (.swf files), on the other hand, aren't always supported by forums, as it tends to leave the site open to embedded scripting that could potential cause problems for the site. The two signature animations you're taking notice to are both animated .gif files.
Hope this helps.

You can also use quicktime, and change any video that you like into an animation if thats what you mean?
