how to make a photo be a carton image ?

Open up the file, go to filter (in the bar at the top with file, edit, etc., whatever that's called), then go to artistic, poster edges.
That will open a window where you can change intensity and posterization. You can zoom in and out on a preview of the image. Play around with these until you get the effect you want.
I'm sure there are other ways... this is just the one I know. Hope it helps. :)
