How do you scale a layer proportional to the image size?

I want to scale a layer so that it's 10% of the with of the full image. It's going to be part of an action, so I can't just do the math, and do it manually.

any help will be welcomed.

this post is kind of old, but here is a way to do that. whatever size you want you can just go to IMAGE option on the top tool bar, go down to IMAGE SIZE. when the dialog comes up, in the width set it to whatever size you like if you know the actual pixel amount. but if you down you can use the drop menu and change it to percent. the default obviously is 100, so change the width to 10 and there you go. make sure you also check the box at the bottom where i highlighted in red. that way itll size the height also automatically down to the proper propertion to the width.
