Creating Photo colage

I'm assuming I can do this on photoshop, I can do just about everything but walk the dog with it. But I cannot, for the life of me, figure out how to change the image size on one layer without reducing the size of teh whole canvas! Please help me! Thanks.

You can do it with the selection tool or just export it into a new file do the work and inport it back.

Try using using the Free Transform tool to adjust image size on just one layer. Press Command + T (PC: Ctrl + T), grab one of the corner handles and drag to resize. TIP: Hold the Shift key down while you drag to preserve image proportions.

I believe it would be better to create a new larger file and then copy/paste your photos onto the new larger canvas. I'm no pro at this by any stretch, but wouldn't this be less destructive than scaling down the images to fit on the current canvas size?
