Highlight Blowout

Am trying to follow the posted tutorial on hightlight blowout but am not able to proceed with the first step. The keyboard shortcut (command, option tilde)
does not work. Tried researching it and explaination given is that Mac OS X (tiger) uses that shortcut by default. Fair enough. The explaination further states that one has to move that shortcut to the window container? Ok still lost.
Opening the keyboard shortcuts panel there is no search command so I go through each command but do not find the one I'm looking for!
I would appreciate it if someone please explain or direct me to an explaination so I can use that command.

Hello,

Command + Option + Tilde key are basically command for loading highlights of an image as a selection. If you can't find that keyboard shortcut working for you just go to the SELECT>COLOR RANGE and in drop down menu for SELECT in color range dialog box (is located almost at the top of the color range dialog box) choose HIGHLIGHTS. And your highlights will be loaded as a selection. That should do the trick :D
