Hello Luna,

You should watch threads first in forum. I posted dozen times about this problem. Latest was in General Photoshop Discussions > Converting B&W to Color. But again i will write it.

You obviously have opened images in grayscale mode. So when you choose any color it finds gray shade equivalent. To get around this is when you open document in Photoshop go to IMAGE>MODE>RGB COLOR. Than when you choose color you like you'll see it in toolbox selected as a foreground.
TIP: to know in what color mode you are Photoshop have information about it in front of you. At the document title bar you have something like
"MyImage.jpg@100% (RGB/8)"
So let's explain all of these: MyImage.jpg is pretty self explanatory:D is the name of your image. @100% is current zoom view (or percentage of your image displayed on your monitor), than (RGB/8) is that your picture is in RGB color mode (and that's what you need to know in this case) and 8 is information that your image is in 8 BIT/Channel. And that BIT information tells you how many colors your image have. In 8 Bits/Channel you have 16.7 millions of colors (is 256x256x256 because your channel have 256 luminosity values times three channels, do math on your own:D ).
Hope this help you to resolve your problem and learn a little bit more :D

See ya
