I usually save photos as TIFF files for placing into Quark/InDesign for print, but recently I was required to save as EPS files and I have no idea what all the options are (encoding, include halftone screen, include transfer function, postscript color management, etc.). I've searched many PS books and NONE of them give any details on what all those mean and which I should use/not use. Anyone have any help... a book or website that explains all of that?

Hello,

For your job it will be sufficient that for Preview option choose TIFF 8 bits/pixel and for Encoding choose JPEG maximum quality. And that will do fine for you. Anyways Illustrator if you have it installed will open that .eps extension. So additionally in Illustrator you could Live Trace it. EPS is vector output format.
