To make this work in CS5, do as follows:

-With move tool (V) active, click within the open document (not in the layers panel) on the layer that you with to move.
-Drag the layer and hover over the tab of the document you want to mave the layer to.
-Hold it over the tab until it is highlighted and the target document becomes visible.
-While still holding the mouse down, now drag the layer over the open target
document and then release the mouse. Bingo!

This seems to at least partially work in CS5. As Jamie said, you have to select the Move tool and then click on the layer to be moved in the Canvas. You then drag it up to the tab and it will switch. You cannot drag layer from the stack between open canvas as you used to be able to.... my solution is to disable tabs.

These poorly implemented tabs are yet another example of Adobe just sleeping on their photo editing monopoly.

it doesnt work for me either on a pc. The tab just doesnt highlight. Still have to float the canvas before dragging the layer. Its a little aggravating.

You have to grab the actual layer in the document window... for some reason you can't grab the layer in the floating layers pallet. Lame.
